Agreement of the Arab Industrial Development and Mining Organization
Introduction
The following countries, members of the League of Arab States:

In their belief that cooperation and coordination in the fields of industry, mining, and specifications and standards are among the main means of achieving high rates of economic development at the state and national levels.
And in their awareness for the need to strengthen economic linkages between Arab countries and the need to intensify their efforts and cooperation to coordinate their industrial and mining plans and to expedite solving industrial problems to advance industrialization in preparation for Arab industrial integration.
And based on the Arab Economic and Social Council resolution no. 1056 issued at its extraordinary session held in Amman, Hashemite Kingdom of Jordan, between the period 5-6/7/1988, and its resolution no. 1086 issued at the forty-seventh session, which was agreed in Tunisia on 25/10/1989. And based on the decisions of the Ministerial Committee established by the Economic and Social Council held in Tunisia between 8-9/9/1988, which decreed that the Arab Industrial Development Organization is the main organization active in this field and is entrusted with it the tasks of the Arab Organization for Mineral Resources and the Arab Organization for Standardization and Metrology, and in view of the nature and importance of specifications and standards, an activity center shall be established within the framework of the Arab Organization for Industrial Development and Mining, and within its headquarters and its budget, and located in its headquarters, tasked with all these responsibilities for its services for all sectors.
Accordingly, these Arab countries have agreed to amend the provisions of the agreement establishing the Arab Industrial Development Organization to include its new tasks in the field of mineral resources, specifications and standards, within the framework of the Arab Organization for Industrial Development and Mining, as follows:

Chapter I. Establishment of the organization and its headquarters
Article 1
The foregoing preamble is an integral part of this agreement.
Article 2
- An organization called (the Arab Organization for Industrial Development and Mining) shall be established within the League of Arab States, hereinafter referred to as the Organization.
- The Organization shall use the headquarters of the Arab Organization of Industrial Development until its permanent headquarters are determined.
Article 3
The Arab Organization for Industrial Development and Mining is an organization with legal personality and a financial and administrative independence that was established as a result of merging the functions of the Arab Organization for the Mineral Resources and the Arab Organization for Standardization and Metrology with the Arab Organization for Industrial Development as the prime organization.
Chapter II. Membership
Article 4
Membership of the Organization is open to Arab States members of the League of Arab States.
Chapter III. Objectives and Competences
Article 5
The organization aims to coordinate and integrate Arab industry and contribute to the development and improvement of industry in the Arab world and enhance its capabilities in the fields of industry, energy, mining, specifications and standards in a manner that enhances the development of production and productivity, to support and establish industrial projects at the state and national levels, and working on setting Arab specifications and standards to achieve quality and advancement of Arabic products and facilitating their exchange, and encouraging cooperation between Arab countries as well as cooperation with developing countries and advanced countries in these areas, within the framework of the joint Arab economic strategy approved by the Arab summit conferences.
Article 6. Functions of the Organization
In order to achieve its objectives, the Organization undertakes to prepare the basic requirements necessary to advance the wheel of manufacturing and developing mineral resources in the Arab countries and to achieve comprehensive Arab cooperation that raises the level of Arab industry and mining to manage the successive technological and administrative developments at the global level. The Organization assists the Arab member states with the available means to overcome the obstacles that stand in their way in the fields of manufacturing and mining, setting specifications and standards, quality control and other activities related to industrial production and mining, including, for example:
- Preparing studies and research related to the strategy of industrial development and the development of mineral resources in the Arab countries and manufacturing policies and programs and their planning, implementation, financing and technical services necessary to provide the foundations that support them and submit proposals regarding them, and to provide the latest data and information about them and disseminate them. And it works to unify the method of setting industrial development plans (manufacturing, extractive, and energy industries) in the Arab countries and to provide advice in the field of preparing and implementing them.
- Working to achieve Arab industrial coordination and integration using the possible methods and means, including:
- Preparing studies and submitting proposals regarding coordination and unification of industrial and mining policies among member states.
- Removing obstacles and increasing direct interaction between existing production units in various production, technical and marketing aspects.
- Assistance in establishing joint Arab projects in the fields of industry, energy and mining, preparing pre-investment studies and feasibility studies, as well as aspects related to financing and promoting them in order to contact the concerned authorities from Arab countries and various Arab and international financing institutions.
- Working to raise the level of quality of Arab production by standardizing specifications to facilitate trade exchange and cooperation in related economic activities through:
- Standardization of symbols, terminology, definitions, technical classifications, methods of examination, analysis, measurement, and foundations of engineering designs, other designs and implementation in the Arab countries.
- Issuing unified Arab standard specifications for raw materials, other materials, products, goods, devices and technical implementation systems in the light of international standards, taking into account the Arab circumstances.
- Training and qualifying Arab personnel in the fields of specifications, standardization, quality control and the methods of testing and analysis.
- Supplying, approving and registering trademarks and data with specifications and symbols that indicate the conformity of materials, raw materials, goods, products, devices and equipment to Arab standard specifications and setting regulations related to the conditions of use of conformity trademarks.
- Assisting Arab countries in establishing, completing and developing their national bodies for specifications and standardizations, whenever possible to protect the consumer and raise the level of production in terms of quality, accuracy and skill.
- Assisting Arab countries and authorities in studying industrial and mining projects in an integrated manner, starting with comprehensive industrial surveys, sectoral surveys and geological surveys and identifying possible development and investment opportunities, evaluating global offers, selecting equipment, and implementing and evaluating projects.
- Working to meet the requirements of the industrial, energy and mining sectors in the Arab countries in terms of policies, information and studies related to technology and modern techniques by following up on technical, scientific and economic developments at the international level in these areas and working to raise the level of management and productivity in the existing industry and assisting Arab countries in expanding and developing their existing projects.
- Cooperation with Arab investors and businessmen in industrial activity at the local and national levels, as well as providing them with industrial data and statistics on various industrial sectors to strengthen the cooperation among them and to support the existing industry by facilitating the identification of investment opportunities for new projects.
- Working on collecting, analyzing, classifying, updating and publishing data, information and technical and economic studies related to its field of work.
- Assisting in the establishment and strengthening of institutions directly related to the service of Arab industry and mineral resources, research and testing centers, and assistance in transferring modern scientific discoveries into economic and commercial implementation, developing the workforce, and working as a consulting expert in its fields of work.
- Coordinating the positions of Arab countries in international conferences and in the various dialogue activities between Arab countries and other countries related to issues of industrial development, mining, specifications, and standards
- Encouraging cooperation between Arab and developing countries on the one hand, and between them and industrial countries on the other hand in the field of their work in the interest of Arab countries.
- Conducting training courses and holding conferences, seminars and technical meetings to exchange opinions and discuss aspects related to its field of work.
- Cooperation with Arab and international economic bodies, organizations, and groups to connect its activities to the objectives of the Organization and functions.
Chapter IV. Organs of the Organization
Article 7
The organs of the Organization consist of:
- General Assembly - Ministerial Council
- Executive Board
- Permanent secretariat headed by a Secretary-General
Article 8. General Assembly
- The General Assembly, hereinafter referred to as the Ministerial Council, is composed of representatives of all Arab member countries. The representation shall be at the level of one of the ministers appointed in industry, mining and specifications and standards, or those in the same position, or on behalf of them at the same level.
- The Ministerial Council holds an ordinary session every two years, however, extraordinary sessions may be held at the request of one quarter of the members, the Executive Council or the Secretary-General.
- The meeting of the Ministerial Council shall be valid in the presence of the ordinary majority of the member states.
- Members have equal rights, and each member has one vote
- The presidency of the Ministerial Council alternates at the beginning of each session between the representatives of the Member States according to the alphabetical order of the country names.
- Decisions of the Ministerial Council are issued by the absolute majority of the member states, except in cases where a special majority is stipulated, and if the votes are equal, the side supported by the president shall prevail
Article 9
The Ministerial Council is the supreme authority of the Organization and is concerned with setting the general policy upon which the Organization is built and planning, approving and following up on its programs and activities, and monitoring its technical, financial and administrative work. The Council takes decisions and measures necessary to achieve the objectives of the Organization in accordance with the provisions of this agreement, in particular:
- Election of the members of the Executive board
- Adopting the internal system of the Council of Ministers
- Approving the organizational structure, statutes, financial and administrative regulations of the Organization
- Adopting a system for the employees of the Organization that includes the foundations, conditions and powers under which employees of all categories and experts are appointed, their services terminated, and all issues related to the personnel affairs in the Organization
- Appointing the Secretary-General of the Organization and his assistants from the candidates of the Member States and terminating their services
- Endorsement of the Organization’s plans, work programs and budget prepared in coordination with the policies of the Arab Economic and Social Council.
- Accepting funds, donations and revenues and approving allocations for specific purposes
- Endorsement of the report of the Executive Council and the Secretary-General on the activities of the Organization
- Adoption of the unified Arab standard specifications
- Endorsement of the final accounts of the Organization and the reports of the Financial Supervisory Authority
- Regulating cooperation between the Organization and Arab, regional and international countries, bodies and organizations
Article 10. Executive board
- The Executive Board consists of seven members elected by the Ministerial Council from the candidates of the Member States for two years. The Ministerial Council also elects two alternate members. The Executive board may not include more than one member from one country. The internal charter of the Ministerial Council shall determine the method of choosing representatives, ensuring that representation shall be at the level of undersecretaries and secretaries of the concerned ministries or their representatives, taking into account the geographical distribution in their appointment to the possible degree.
- The Executive board meets at least twice a year at the headquarters of the Organization, and it may conduct its meetings in one of the member states
- At the beginning of each session, the Executive board chooses one of its members to be the chairperson of its meetings
- The Executive board shall be valid in the presence of at least half of the members, and its decisions are issued by a majority vote of those present. In the event of a tie, the opinion of the chairperson's side shall prevail
- In the event that a place of a member of the Executive board becomes vacant, this seat shall be filled successively by the two alternate members
- The Secretary-General attends the meetings of the Executive board and undertakes the tasks of the secretariat
Article 11. Functions of the Executive board
The Executive Council is responsible for achieving the objectives of the Organization and following up on the implementation of the decisions of the Ministerial Council. In particular, it undertakes the following tasks:
- Reviewing the organization's annual budget in accordance with the principles, bases and instructions approved by the Ministerial Council.
- Reviewing the final accounts of the Organization and the reports of the Financial Supervisory Authority.
- Implementing the decisions of the Ministerial Council and monitoring the implementation of the Organization's plans and programs.
- Approval of the appointment and termination of the service of the Organization's executive staff in accordance with the provisions of its internal charter and in consultation with the Secretary- General.
- Forming permanent and temporary committees and endorsing their recommendations.
- Submitting a report on the Organization's activities to the Ministerial Council.
- Reviewing internal regulations, financial and administrative projects of the Organization and presenting them to the Ministerial Council for approval.
- Reviewing the draft agenda of the ministerial council of the Organization and its related documents and making its observations thereon.
- Reviewing unified Arab standards before adopting them.
Article 12. Permanent Secretariat
- The permanent secretariat is composed of the Secretary-General assisted by the working assistant secretaries and a number of administrative staff necessary to implement the objectives of the Organization, according to the organizational structure, and when appointed, taking into account competence, specialization, experience and the equitable distribution of jobs among the citizens of the member states.
- The permanent secretariat shall take the necessary executive measures to manage the technical, administrative, and financial affairs of the Organization and follow up the implementation of the Ministerial Council and the Executive Board decisions, in particular the following:
- Preparing the draft budget and final account
- Preparing internal, administrative and financial system projects and job descriptions for the Organization and presenting them to the Executive Board
- Preparing the Organization's draft plans and their work programs and observing their implementation after they are endorsed by the Ministerial Council or the Executive Board, each according to his respective responsibilities.
- Preparing research, studies and reports required by the Ministerial Council and the Executive Board
- Carrying out all contacts with member states and with Arab, regional and international organizations related to the Organization's activity
- Any tasks assigned to it by the Ministerial Council or the Executive board
Article 13. Secretary-General
- The Secretary-General is selected by the Ministerial Council from the candidates of the member states and is appointed for a period of four years, renewable once.
- The Secretary-General shall be a specialized professional, and in his selection, his commitment to work quality, his technical capabilities, and his ability for administrative leadership shall be considered.
- The Secretary-General shall be responsible to the Ministerial Council and the Executive Board for administering the Organization’s tasks and working to implement the recommendations of the Ministerial Council and the Executive board, representing the Organization in conferences and at different bodies and countries and speaking in their name.He shall carry out all the duties and tasks entrusted to him by the decision of the Ministerial Council and the Executive Board as follows:
- Proposing the internal, administrative and financial charters and regulations, and preparing the job descriptions for the organization’s staff
- Preparing drafts of the Organization’s plans and work programs and observing their implementation after approval by the Ministerial Council and the Executive Board, each according to its respective responsibilities
- Submit a periodic report to the Ministerial Council and the Executive Board about the establishment of the permanent secretariat, and he may submit to the Ministerial Council and the Executive Board any other reports he deems necessary.
- Preparing the draft budget and submitting the report of the final account
- Preparing research, studies and reports that are required to achieve the Organization's objectives, or that are requested by the Ministerial Council and the Executive Board
- Propose amendments to the provisions of this Agreement
- Appointing and terminating the service of employees according to the authority stipulated in the internal regulations
Chapter V. Revenue and budget
Article 14
- The Organization shall have a separate budget approved by the Ministerial Council and submitted to the Economic and Social Council for endorsement.
- The Organization's budget resources consist of:
- Member states’ contributions according to the percentage of their participation in the budget of the General Secretariat of the League of Arab States so that it covers the entire budget
- Aid, donations and other revenues accepted by the Ministerial Council
Chapter VI. The Organization's relationship with the Arab League
Article 15
- The Organization implements the decisions and directives of the Economic and Social Council related to its field of work, ensuring that it coordinates its work with the General Secretariat of the League and the competent Arab bodies. The Secretary-General submits an annual report to the Secretary of the League of Arab States on the implementation of the directives of the Economic and Social Council
- The Secretary-General submits an annual report on the Organization's activity to the Economic and Social Council for discussion in the presence of the Secretary-General and to offer his guidance.
Chapter VII. General Provisions
Article 16
The Organization, it’s headquarters, offices, funds, assets and portfolios, as well as the representative countries’ members in its bodies, its employees and its experts are subject to the privileges and immunities established under the Agreement on the Privileges and Immunities of the League of Arab States and what is stated in addition to that in the agreements conducted with the headquarter country in this regard
Article 17
The country in which the organization is based or one of its branch offices provides land and buildings free of charge upon incorporation
Article 18
Subject to the provisions of Article (15), the amendment of this agreement and the internal charter of the Ministerial Council and the Executive Board shall be upon the request of one of the countries and upon the proposal of the Secretary-General of the Organization and the approval of at least two thirds of its members
Article 19
Any member of the Organization may withdraw its membership by an official letter to be sent to the Secretary-General of the Organization, who takes the measures to inform the members of the Organization and the Secretary-General of the Arab League. The withdrawal is not considered effective until one year from the date of the submission to the Secretary-General of the Organization, and the withdrawing countries must pay their full obligations to the Organization
Article 20
The Organization shall be dissolved and shall transfer its movable and immovable funds and obligations to the League of Arab States in one of the two cases:
- By a decision taken by the Ministerial Council by a majority two thirds of its members
- The withdrawal of more than half of its members
Chapter VIII. Transitional Interim Provisions
Article 21
- The Arab Organization for Industrial Development, the Arab Organization for Mineral Resources and the Arab Organization for Standardization and Metrology shall determine their rights and the obligations towards others, including their employees according to their own regulations, prior to the merger and before the start of the work of the Arab Organization for Industrial Development and Mining, and these rights and obligations shall be settled in the manner determined by the Arab Economic and Social Council.
- The administrative and financial regulations of the Arab Organization for Industrial Development shall be followed until the approval of the administrative and financial regulations of the Arab Organization for Industrial Development and Mining.
- The employees of the Arab Organization for Industrial Development, the Arab Organization for Mineral Resources, and the Arab Organization for Standardization and Metrology, who are to be transferred to the Arab Organization for Industrial Development and Mining, shall be governed by the systems in which they operate in the Arab Organization for Industrial Development and Mining
