Primary Charter
Article 1
An Arab Center for Health Documents and Publications shall be established in Kuwait City, State of Kuwait, as an offshoot of the Council of Arab Health Ministers and shall have a legal personality.
Article 2. Objectives of the Center
The Arab Center for Health Documents and Publications aims to achieve the following:
- Provide the scientific and practical means for teaching medicine in the Arab world.
- Exchange culture, science, information and research in the health and medical fields between the Arab milieu and others, including:
- Defining and unifying health terminology.
- Supporting and encouraging authorship in the Arabic language in the fields of health sciences.
- Translating health sciences and periodicals into Arabic and other languages and publishing them.
- Arabizing references and lectures for teaching medicine.
- Working on issuing a health sciences journal in Arabic.
- Establishing a central library and an information office.
- Training the workers in the field of health documentation and information in the Arab world.
Article 3. The organizational structure of the center
The organizational structure of the center consists of:
- The board of trustees.
- The general secretariat.
Article 4
The board of trustees of the center shall consist of seven members, one of whom is His Excellency the Minister of Health in the State of Kuwait, who shall chair the board of trustees, and the other six members shall be Arab personalities interested in Arabizing health sciences and translating health documents and publications, chosen by the Executive Office of the Council of Arab Health Ministers, who shall also determine the remuneration of the members of the Board of Trustees.
Article 5
The board of trustees of the center shall be responsible for the following:
- Developing the center's work plan and the programs necessary to implement this plan in light of its objectives as stated in Article Two of this charter and approved by the Council of Arab Health Ministers.
- Monitoring the implementation of programs and following up on the growth and development of the center from one stage to another in achieving its objectives.
- Preparing the draft budget and final account of the center and submitting them to the Council of Arab Health Ministers for approval.
Article 6
- The Board of Trustees of the Center shall hold a meeting during the month of January of each year so that its minutes and decisions may be presented to the Council of Arab Health Ministers in its regular session held in the month of March of each year. It may hold an extraordinary meeting based on a request submitted by the Chairman of the Council or the Secretary-General or at least one-third of the members, stating the reasons for the meeting and the topics to be discussed.
- The Council shall establish internal regulations for its work system.
Article 7
- The General Secretariat consists of a Secretary-General assisted by an Assistant Secretary-General and a number of administrative employees. The Secretary-General is responsible for the technical and administrative supervision of the work of the Center before the Board of Trustees. The Secretary-General assumes the duties of the Secretary-General of the Board of Trustees and is responsible for implementing its decisions.
- The Secretary-General is appointed by a decision of the Executive Office upon the proposal of the Board of Trustees for a period of three years, renewable. The Executive Office determines his monthly salary, and it is required that the Secretary-General be a doctor with experience and special interest in the field of Arabization of health sciences and translation of health documents and publications.
- The Assistant Secretary-General is appointed by a decision of the Board of Trustees based on the nomination of the country of headquarters.
- The administrative employees are appointed by a decision of the Secretary-General in accordance with the internal regulations of the Center.
Article 8
A technical body for the center shall be formed from experts, consultants and technicians whose services the center requires. They shall be appointed by a decision of the Board of Trustees upon a proposal from the Secretary-General, either as full-time employees or to work on a part-time basis or temporary assignments. Their salaries or remuneration shall be determined by a decision of the Board of Trustees in accordance with the internal regulations of the center.
The Secretary-General shall be responsible for carrying out the tasks assigned to them and shall submit a periodic report on their work to the Board of Trustees.
Article 9
The financial resources of the center shall consist of:
- The contributions of the member states in the center’s budget according to their shares in the budget of the League of Arab States.
- The annual contribution allocated to the center by the Council of Arab Health Ministers.
- Donations and gifts that the Board of Trustees agrees to accept.
- Publications issued by the center.
- Other sources decided upon by the Board of Trustees.
Article 10
The center's funds shall be deposited in a bank in the country where the center is headquartered. It is permissible to open another account for the center outside the headquarters if it deems it necessary. The funds deposited in the center shall be disbursed by the signature of the Secretary-General and the Chief Accountant.
Article 11
The center's accounts shall be audited by a certified accountant appointed by the Council of Arab Health Ministers by a decision of the Board of Trustees. He shall submit reports on the budget and final account to the Board of Trustees in preparation for submitting them to the Council of Arab Health Ministers.
